No fiscal implication to the State is anticipated.

The bill would amend the Local Government Code relating to the establishment of a customer assistance program for certain municipally owned utilities. The bill would apply to municipalities located in counties with a population of 800,000 and located on an international border. The board of trustees of the utility would have authority to establish a payment assistance for customers who received a notice of disconnection of service for nonpayment or whom the utility determines are low-income customers.

The bill would take effect immediately if it receives a two-thirds vote in each house; otherwise, the bill would take effect September 1, 2017.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
