Fiscal Analysis

The bill would amend Government Code relating to the creation of a Chief Innovation and Technology Officer position in the Office of the Governor. The bill would require the Governor and the Lieutenant Governor to jointly appoint a Chief Innovation and Technology Officer at the Office of the Governor. The Chief Innovation and Technology Officer would be tasked with various duties related to working with other state governments, the federal government and businesses, and coordinating efforts at Texas state agencies to streamline and expand the efficient use of information resources.

The bill take effect on September 1, 2017.

Methodology

The Office of the Governor would need to create the position of Chief Innovation and Technology Officer to fulfill the provisions of the bill.

According to the Office of the Governor, the fiscal impact would be $174,775 each fiscal year including one new FTE classified as a Director V ($125,000), other personnel costs including insurance and retirement benefits ($45,775), travel costs ($2,500), and other operating expenses ($1,500).

Local Government Impact

No fiscal implication to units of local government is anticipated.
