No significant fiscal implication to the State is anticipated.

The bill would amend the Business and Commerce Code to add language to prohibit the foreign language use of the terms "immigration consultant" and "immigration expert" in reference to a person who is not an attorney in order to imply the person is authorized to practice law.

The bill would amend the Government Code to add an educational requirement for initial appointment as a notary public. The bill would require the Secretary of State to adopt certain rules and fees regarding education of notaries public.

The Office of the Attorney General, Department of Criminal Justice, and Office of Court Administration anticipates any additional work resulting from the passage of the bill could be reasonably absorbed within current resources. Based on the analysis of the Secretary of State, this estimate assumes that duties and responsibilities associate with implementing provisions of the bill could be accomplished by utilizing existing resources.

This analysis assumes the provisions of the bill addressing felony sanctions for criminal offenses would not result in a significant impact on state correctional agencies.

The bill would take effect January 1, 2018.
