No significant fiscal implication to the State is anticipated.
The bill would amend the Water Code to revise the definition of the Edwards Aquifer, thereby allowing the Texas Commission on Environmental Quality (TCEQ), under certain circumstances, to issue a permit for an injection well that transects the portion of the Edwards Aquifer that is within the external boundaries of the Barton Springs-Edwards Aquifer Conservations District. Based on the analysis of TCEQ and the Railroad Commission, duties and responsibilities associated with implementing the provisions of the bill could be accomplished using existing resources.
