LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 85TH LEGISLATIVE REGULAR SESSION

May 5, 2017

TO:
Honorable Dan Huberty, Chair, House Committee on Public Education

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
HB3347 by Huberty (Relating to before-school and after-school programs established by public school districts.), Committee Report 1st House, Substituted

No significant fiscal implication to the State is anticipated.

The bill would permit the board of trustees of a school district to establish before-school and/or after-school programs for students in elementary or middle school. The bill would direct the district to conduct a request for proposals to determine if a contract to provide services would be in the best interest of the district.

The bill would take effect September 1, 2017, or immediately if passed with the necessary voting margins.

Local Government Impact

There would be costs to districts relating to issuing requests for proposals and contracting with a licensed child-care facility to implement the program. However, district participation would be voluntary.
