No significant fiscal implication to the State is anticipated.
The bill would amend the Education Code to change the statewide plan for special education to provide additional training and supports to educators of students who are eligible for special education and to those district personnel who evaluate students for special education eligibility. The bill also specifies certain educational service center responsibilities that would be considered core services. The bill would take effect immediately if passed with the necessary voting margins, or September 1, 2017, and would apply beginning with school year 2017-18.
The Texas Education Agency and Texas Higher Education Coordinating Board indicate any changes required by the legislation could be implemented with existing resources.
