No significant fiscal implication to the State is anticipated.
The bill would amend the Education Code to require the Texas Education Agency (TEA) to review and adopt uniform general conditions to all building construction contracts made by school districts to align with the Texas Facilities Commission's (TFC) adoptions or amendments of additional uniform general conditions.
The bill may result in some costs to TEA to create rules and legal contracts and to keep uniform general conditions up to date, but it is anticipated that all duties and responsibilities associated with the legislation can be absorbed by existing staff and resources.
Local Government Impact
School districts may face some local costs for local purchasing documents, procedure manuals, and competitive procurement documents depending on the extent to which districts must change existing procedures to conform to those adopted pursuant to the bill.
