HB3482 by Hinojosa, Gina (Relating to clarifying the law regarding local government prohibitions or restrictions on the sale or use of a container or package.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Health and Safety Code to clarify that the definition of "container" used in certain sections does not include single-use plastic bags.

Because the definitions clarified by this bill relate only to local government prohibitions, it is not anticipated to have a significant fiscal impact on the state.

The bill would take effect immediately if it receives a vote of two-thirds of each house.  If it does not receive the vote necessary for immediate effect, it would take effect September 1, 2017.

Local Government Impact

According to the Texas Municipal League, the bill would have no significant fiscal impact.
