No significant fiscal implication to the State is anticipated.
The bill would amend the Government Code to prohibit a governmental body from capturing or possessing an individual's biometric identifier(s) as a prerequisite to providing a governmental service to the individual unless the governmental body has certain statutory authority to do so. The bill also expands the definition of "biometric identifier" to include any measurement of the human body used to uniquely identify or authenticate a person's identity, including blood sample, DNA sample, fingerprint, or retina scan, among others. It is assumed any costs associated with implementing the bill could be absorbed within current resources.
The bill would take effect September 1, 2017.

According to the San Antonio Police Department, no fiscal impact to the Department is anticipated.
