HB3504 by Miller (Relating to the authority of certain county assistance districts to annex public rights-of-way and county-owned property.), As Engrossed

No significant fiscal implication to the State is anticipated.

This bill would amend the Local Government Code to authorize certain county assistance districts in certain counties to expand the range of projects they may engage in to include public right-of-ways and county-owned property.

This bill would take effect September 1, 2017.

Local Government Impact

According to Fort Bend County, the bill will have a positive impact on the County by allowing the Districts that will benefit to use District funds to perform any function under the authority of the District that would otherwise fall on the County. This will specifically allow these improvements and maintenance functions to be funded by the individuals conducting business within the District rather than being supplemented by the county-wide taxpayers. It is not possible to estimate the fiscal impact at this time.
