LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 85TH LEGISLATIVE REGULAR SESSION

April 14, 2017

TO:
Honorable John Kuempel, Chair, House Committee on Licensing & Administrative Procedures

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
HB3505 by Thompson, Senfronia (Relating to the operation of a motor vehicle dealership by certain manufacturers or distributors.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend Chapter 2301 of the Occupations Code to authorize a person who held a manufacturer's license under Chapter 2301 on January 1, 2017, to also hold a general distinguishing number issued under Chapter 503, Transportation Code, and operate as both a licensed manufacturer and licensed dealer of new motor vehicles to the extent that the person manufactures or distributes only engines for certain vehicles with a gross vehicle weight rating of 16,000 pounds or more. The bill would take effect on September 1, 2017.

Based on LBB's analysis of information provided by the Texas Department of Motor Vehicles, it is assumed the bill would not result in a significant fiscal impact to the State and any costs associated with implementing the provisions of the bill could be absorbed within existing resources.

Local Government Impact

No fiscal implication to units of local government is anticipated.
