HB3506 by Cyrier ( Relating to the authority of a political subdivision to adopt or enforce a requirement that a builder or contractor obtain a license or other similar certification from the political subdivision.), Committee Report 1st House, Substituted

No fiscal implication to the State is anticipated.

The bill would amend the Local Government Code prohibiting a local governmental entity from requiring a builder or contractor to obtain a local license for construction or remodel of a commercial structure.

The bill would take effect immediately if the bill receives a two-thirds vote in each house; otherwise, the bill would take effect September 1, 2017.

The Texas Department of Insurance would be able to implement the bill with existing agency resources. 



Local Government Impact

According to the Texas Municipal League, no significant fiscal impact is anticipated.
