LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 85TH LEGISLATIVE REGULAR SESSION

April 11, 2017

TO:
Honorable Roland Gutierrez, Chair, House Committee on Defense & Veterans' Affairs

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
HB3521 by Lambert (Relating to the issuance of specialty license plates for certain veterans.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Transportation Code to require the Texas Department of Motor Vehicles
(TxDMV) to issue nine new military campaign and service award specialty license plates and nine new Disabled Veteran license plates depicting one emblem from those military campaign and service award specialty license plates. The bill would take effect on September 1, 2017.

TxDMV assumes existing military plate and disabled veteran plate owners that qualify would switch to one of these new plates, which would not result in a significant impact to state and local revenue collections from vehicle registration fees or the number of registered military and disabled veteran plates. Based on LBB's analysis of information provided by TxDMV, it is assumed any costs associated with implementing the provisions of the bill could be absorbed within the agency's existing resources.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
