No significant fiscal implication to the State is anticipated.

The bill would amend the Transportation Code to require the Texas Department of Transportation (TxDOT) to develop certain guidelines for highway noise barrier analysis. The bill would amend Chapter 372 of the Transportation Code to apply the noise barrier guidelines to toll project entities. The bill would take effect on September 1, 2017. 

TxDOT indicates that any costs or duties associated with implementing the provisions of the bill could be absorbed within the agency's existing resources.

Local Government Impact

The bill would amend Chapter 366 of the Transportation Code to require the North Texas Tollway Authority (NTTA) to adjust an existing noise barrier to reduce traffic noise along segments for the President George Bush Turnpike Eastern Extension. NTTA estimates costs ranging from $8 million to $10 million to enhance the sound barriers.
