No significant fiscal implication to the State is anticipated.
The bill would amend the Transportation Code to require the Texas Department of Transportation (TxDOT) and toll project entities to conduct a live sound study one year after the completion of a transportation project that included noise barriers to assess the effectiveness of the barrier. The bill would require TxDOT and toll project entities to modify the barrier or construct a new barrier if the study shows that sound mitigation does not meet the projected and modeled forecasts.
Based on LBB's analysis of information provided by TxDOT, it is assumed any costs or duties associated with implementing the provisions of the bill could be accommodated within the agency's current highway planning and construction resources.
Local Government Impact
According to the North Texas Tollway Authority (NTTA), the bill would require continuous evaluation of sound wall effectiveness. This analysis assumes the bill would have a significant fiscal impact on NTTA. It is assumed local toll project entities could incur costs to conduct studies and modify existing and/or construct new sound barriers depending on the results of the studies.
