LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 85TH LEGISLATIVE REGULAR SESSION

May 8, 2017

TO:
Honorable Larry Taylor, Chair, Senate Committee on Education

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
HB3563 by Koop (Relating to parental notification regarding public school teacher qualifications.), As Engrossed

No fiscal implication to the State is anticipated.

The bill would amend the Education Code relating to parental notification of teacher certifications to replace references to the No Child Left Behind Act with references to the Every Student Succeeds Act.  The bill would also clarify language of the Education Code to specify that the provisions of the bill pertain to a teacher who does not meet certification requirements at the grade level and subject area in which the teacher is assigned.

Local Government Impact

No fiscal implication to units of local government is anticipated.  The bill would not change district reporting requirements and therefore would not result in a local cost.
