No significant fiscal implication to the State is anticipated.
The bill would amend the Government Code relating to the allocation of low income housing tax credits. The bill would permit the Texas Department of Housing and Community Affairs (TDHCA) to consider education quality as part of the threshold criteria for the evaluation of certain applications but would prohibit education quality from being considered as a scoring factor. The bill would require TDHCA to submit a report by September 1, 2019 on the outcome of considering education quality under the provisions of the bill. Under the provisions of the bill, the change in law made by the bill would expire on August 31, 2019.
TDHCA anticipates any additional work resulting from the passage of the bill could be reasonably absorbed within current resources.
