No significant fiscal implication to the State is anticipated.
The bill would amend the Government Code to clarify that the public policy of this state requires any such attorney licensed in another jurisdiction to comply with all laws and ethical duties applicable to attorneys licensed in Texas while representing a client in this state or appearing in any matter in this state. The bill would prohibit any representation or appearance unless the attorney complies with those laws and duties, and would render unenforceable any contractual obligation inconsistent with those laws and duties. Based on the analysis of the Office of Court Administration, duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources.
