No fiscal implication to the State is anticipated.

The bill would amend Texas Agriculture Code, Chapter 11 to make the commissioner of the Texas Department of Agriculture (TDA) a position appointed by the governor with the advice and consent of the senate. The commissioner's term would run concurrently with the governor's. The bill would amend Texas Agriculture Code, Chapter 58 to allow the governor to act as the applicable elected representative for the purpose of approving any bonds or financial assistance under the Texas Agricultural Finance Authority. The term of office of the commissioner of agriculture would expire on the effective date of the bill, September 1, 2017. The governor would be required to appoint a person as commissioner as soon as practicable on or after September 1, 2017.
