LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 85TH LEGISLATIVE REGULAR SESSION

May 5, 2017

TO:
Honorable Geanie W. Morrison, Chair, House Committee on Transportation

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
HB3679 by Isaac (Relating to signs informing motorists of facilities providing alternative fuels and electric vehicle charging stations.), Committee Report 1st House, Substituted

No significant fiscal implication to the State is anticipated.

The bill would amend the Transportation Code to require the Texas Manual on Uniform Traffic Control Devices (TMUTCD) to provide for signs informing motorists of the existence or location of facilities providing alternative fuels including compressed natural gas, liquefied natural gas, hydrogen, and propane, and electric vehicle charging stations. The bill would take effect on September 1, 2017.

According to the Texas Department of Transportation (TxDOT), symbols for liquefied natural gas and hydrogen would have to be developed, tested for motorist comprehension, and approved by the Federal Highway Administration before TxDOT could add them to the TMUTCD. TxDOT assumes any costs or duties associated with implementing the provisions of the bill could be absorbed within the agency's existing resources.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
