No significant fiscal implication to the State is anticipated.

The bill establishes that student performance on state assessment tests shall not be used as a measure of teacher appraisal.  Based on information provided by the Texas Education Agency, it is assumed that the fiscal implication of implementing the bill would be minimal and could be absorbed within existing resources. The provisions of the bill would not substantively change the state appraisal system, but rather would prohibit one method for measuring student growth in the teacher appraisal process.

Local Government Impact

It is anticipated that the bill could result in some local costs to school districts that currently use student performance measures based on state assessment tests in their teacher appraisal process. Such districts would be required to replace state assessment-based measures with alternate measures; modifying appraisal systems could take time and resources. However, it is anticipated that the costs to districts would be minimal and could be absorbed by existing staff and resources. The Texas Education Agency reports that student performance measures based on state assessment tests can only be used for approximately 20 percent of teachers, and that a small percentage of districts have adopted this type of student performance measure in their teacher appraisal processes.
