LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 85TH LEGISLATIVE REGULAR SESSION

May 2, 2017

TO:
Honorable Four Price, Chair, House Committee on Public Health

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
HB3711 by Sheffield (Relating to prevention of communicable diseases in certain long-term care facilities.), Committee Report 1st House, Substituted

No significant fiscal implication to the State is anticipated.

The bill would amend the Health and Safety Code to require each Long-term Care (LTC) facility to develop a plan for preventing and controlling certain infectious agents. The bill would require the Department of State Health Services (DSHS) to establish Antimicrobial Stewardship Regional Advisory Committees, including members who are physicians, public health officials, and other interested parties, in each public health region to address antimicrobial stewardship in long-term care facilities. The bill would take effect September 1, 2017.

Based on the LBB's analysis of the Health and Human Services Commission, duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources. DSHS indicates that any costs associated with the bill could be absorbed within the agency's existing resources.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
