No significant fiscal implication to the State is anticipated.
The bill would amend the Health and Safety Code to require each Long-term Care (LTC) facility to develop a plan for preventing and responding to outbreaks of communicable diseases. The bill would require the Department of State Health Services (DSHS) to establish Antimicrobial Stewardship Regional Advisory Committees, including members who are physicians and public health officials, in each public health region to monitor antimicrobial stewardship in long-term care facilities. The bill would also require LTC facilities to provide educational materials to facility employees regarding immunizations and to provide vaccination data for facility personnel to public health officials, facility residents, or family members, upon request. The bill would take effect September 1, 2017. Based on the LBB's analysis of the Health and Human Services Commission, duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources. DSHS indicates that any costs associated with the bill could be absorbed within the agency's existing resources.
