FISCAL NOTE, 85TH LEGISLATIVE REGULAR SESSION

March 27, 2017

TO:
Honorable Dan Huberty, Chair, House Committee on Public Education

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
HB3722 by King, Ken (Relating to funding adjustments for school districts that annex unacceptable school districts.), As Introduced

No significant fiscal implication to the State is anticipated.

This bill would change the adjustment to the local fund assignment (LFA) for districts to which academically unacceptable school districts are annexed to allow districts whose LFA under Section 42.252, Education Code, exceeds their tier one entitlement under the Foundation School Program (FSP) to realize the benefit of the adjustment.

Based on information provided by the Texas Education Agency (TEA), any cost associated with implementing the provisions of the bill would be minimal.

The bill would become effective September 1, 2017, and apply only to annexations that occur after that time.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
