There could be an indeterminate revenue loss to the state if real property that could be sold at market value is donated to a local entity.
The bill would require the Texas Department of Criminal Justice (TDCJ) to donate and transfer property, as described in the bill, to the City of Dallas. The property would be required to be used for a purpose that benefits the public interest of the state; otherwise, it would automatically revert to TDCJ. The property is currently listed for sale. There could be a potential revenue loss because the donation of the property would preclude any proceeds to the state from a completed sale.
