Honorable Joe Straus, Speaker of the House, House of Representatives
FROM:
Ursula Parks, Director, Legislative Budget Board
IN RE:
HB3767 by Allen (Relating to annual reporting regarding the establishment of certain school district planning and decision-making committees. ), As Passed 2nd House
No significant fiscal implication to the State is anticipated.
The bill requires each board of trustees to annually certify to TEA that the board has established district- and campus-level improvement committees. The bill also requires an annual review of paperwork requirements imposed on classroom teachers and the inclusion of the district's procedure for the election of professional staff representatives to campus and district-level committees.
The bill would take effect September 1, 2017, or immediately if passed with the necessary voting margins, and would apply beginning with school year 2017-18.
Local Government Impact
School boards are already required to annually update and/or create district- and campus-level improvement committees. Districts would incur minimal costs associated the submission of information certifying the annual establishment of the committees to TEA.
