No significant fiscal implication to the State is anticipated.
The bill would allow a turnaround campus to operate as a community school. The community school plan must include strategies and programs to coordinate academic, social, and health services and reduce barriers to learning through partnerships and service coordination. The commissioner could not close a campus without allowing it at least two years to implement the community school plan.
The bill would take effect September 1, 2017, or immediately if passed with the necessary voting margins.
Local Government Impact
The bill would provide a voluntary option for school districts. Costs associated with operating as a community school could be substantial and would be dependent on which programs and services a campus chose to provide and the number of students participating. Operating as a community school would likely require an additional campus administrative level FTE.
