FISCAL NOTE, 85TH LEGISLATIVE REGULAR SESSION

May 16, 2017

TO:
Honorable Larry Taylor, Chair, Senate Committee on Education

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
HB3887 by Coleman (Relating to trauma training for public school personnel.), As Engrossed

No significant fiscal implication to the State is anticipated.

The bill would amend the Health and Safety Code relating to trauma training for public school personnel.  The bill would take effect September 1, 2017.  Based on information provided by the Texas Education Agency (TEA) and the Health and Human Services Commission (HHSC), it is assumed that all duties and responsibilities necessary to implement the provisions of the bill could be accomplished utilizing existing staff and sources.

Local Government Impact

The bill would result in some local costs to school districts to provide written explanation and referral to a parent or guardian, but it is anticipated that the costs would be minimal and could be absorbed within existing resources.
