No significant fiscal implication to the State is anticipated.
The bill would amend the Estates Code and the Penal Code to create parental administration as an alternative to guardianship for an adult who is incapacitated due to an intellectual disability which predates the adult's eighteenth birthday. The bill would create procedures for the appointment of a parental administrator and the termination of parental administration. The bill would grant parental administrators certain rights and responsibilities. As the population that would be affected by the bill is already subject to court oversight, the Office of Court Administration anticipates that duties and responsibilities associated with implementing the provisions of the bill could be accomplished using existing resources.
