LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 85TH LEGISLATIVE REGULAR SESSION

April 14, 2017

TO:
Honorable Harold V. Dutton, Jr., Chair, House Committee on Juvenile Justice & Family Issues

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
HB3932 by Thompson, Senfronia (Relating to the application for and issuance of a marriage license and the marriage of a minor.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Family Code to require any person under 18 years of age to obtain a court order in order to obtain a marriage certificate.  The bill would render void any marriage if either party to the marriage is younger than 18 years of age unless a court order had been obtained.  Under current law, a person younger than 18 years of age can obtain a marriage certificate with either a court order or with parental consent.  Based on the analysis of the Office of Court Administration, duties and responsibilities associated with implementing the provisions of the bill could be accomplished using existing resources.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
