No significant fiscal implication to the State is anticipated.
The bill would amend the Human Resources Code in relation to the requirements for the training of a surveyor of long-term care facilities. The bill would change the requirement for the training of a surveyor to include observation of the operations of a long-term care facility for a minimum of 10 working days within a 14-day period to only apply to a new surveyor who has not completed a year of certain full-time employment in a nursing facility in Texas within the previous two years. The bill would take effect September 1, 2017. Based on the LBB's analysis of the Health and Human Services Commission, duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources. The analysis assumes that any savings resulting from the change in training requirements for certain surveyors would be minimal.
