Honorable Garnet Coleman, Chair, House Committee on County Affairs
FROM:
Ursula Parks, Director, Legislative Budget Board
IN RE:
HB4024 by Walle (Relating to the authority of certain counties to regulate excessive noise levels affecting residential areas in unincorporated areas of the county; authorizing the imposition of a civil fine.), As Introduced
No significant fiscal implication to the State is anticipated.
The bill would amend the Local Government Code to authorize counties with a population of over 3.3 million to regulate noise emanating from a residence in unincorporated areas of the county. These regulations require the first citation under such an ordinance to be a warning citation while subsequent violations may be punishable by a civil fine not to exceed $500.
The bill would take effect September 1, 2017.
Local Government Impact
Because the bill would not have statewide impact on units of local government of the same type or class, no comment from this office is required by the rules of the House/Senate as to its probable fiscal implication on units of local government.
