No significant fiscal implication to the State is anticipated.

The bill would amend the Health and Safety Code and the Education Code relating to a list of best practice-based programs and research-based practices in certain areas for implementation in public schools. The Department of State Health Services and the Texas Education Agency indicate that any costs associated with the bill could be absorbed within existing resources. Based on the LBB's analysis of the Health and Human Services Commission, duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources. The bill would take effect immediately if it receives a vote of two-thirds of all the members elected to each house, as provided by Section 39, Article III, Texas Constitution. If the bill does not receive the vote necessary for immediate effect, the bill would take effect September 1, 2017.
