Fiscal Analysis

The bill would amend the Occupations Code to require additional training for a plumber's apprentice for their third renewal and subsequent renewals of their certificate of registration.

The bill would take effect September 1, 2017.

Methodology

The Board of Plumbing Examiners estimates they would require an additional full-time-equivalent (FTE) to implement the provisions of the bill. The agency anticipates needing to amend agency rules, approve new curricula, change their data system, check the credits of approximately 25,000 licensees, and monitor new training programs for compliance with requirements.

The FTE would receive a estimated salary of $35,904 per fiscal year, and employee benefits would cost $13,148 per fiscal year. The new FTE would incur one-time expenses estimated to be $2,500 for a workstation; $1,000 for a computer and monitor; $3,500 for a Versa Software license; and $1,000 for other equipment.

This analysis assumes that any increased costs to the Board of Plumbing Examiners, which is statutorily required to generate sufficient revenue to cover its costs of operation, would be offset by an increase in fee generated revenue.

Technology

Included in amounts above are $4,500 in one time costs for computer and software costs for the new FTE.  

Local Government Impact

No fiscal implication to units of local government is anticipated.
