HB4156 by Bonnen, Dennis (Relating to the issuance of permits for the movement of oversize and overweight vehicles in certain counties; authorizing an increase in the amount of a fee.), As Engrossed

No significant fiscal implication to the State is anticipated.

The bill would amend the Transportation Code relating to issuances of permits to oversized and overweight vehicles from certain roadways to the Port of Freeport. Under current law a permit fee shall not exceed $80 per trip. Fees collected and deposited to the State Highway Fund, less administrative costs, would be used solely for maintenance and improvements of the designated roadways. The bill would apply to Matagorda and Brazoria County.

The Texas Department of Transportation estimates a net zero impact on the State Highway Fund and no significant fiscal impact to the agency for implementing the provisions of the bill.

The bill would take effect September 1, 2017.

Local Government Impact

The City of West Columbia, the City of  Freeport, the Jones Creek Board of Aldermen, the County of Matagorda and the County of Brazoria anticipate a positive impact to local government from the bill.
