HB4174 by Elkins (Relating to the limitation on the right of a child's grandparent to request possession of or access to the child.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Family Code to permit a grandparent to request visitation with a grandchild who has been adopted by a relative of the grandparent within the third degree of consanguinity.  Based on the analysis of the Office of Court Administration, duties and responsibilities associated with implementing the provisions of the bill could be accomplished using existing resources.
