HB4198 by Cyrier (Relating to the payment by prospective adoptive parents of certain expenses of the birth mother.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Family Code allowing a birth parent to make a written request to the licensed attorney representing the prospective adoptive parent(s) for payment of certain expenses of the birth mother. The bill would not apply to an adoption by a stepparent by which one birth parent or adoptive parent retains conservatorship of the child. 

According to the Office of Court Administrative no significant impact to the state or local court system is anticipated.

The bill would take effect September 1, 2017.

Local Government Impact

According to the Texas Association of Counties, no significant fiscal impact is anticipated.
