HB4230 by Wu (Relating to the authority of the Texas Water Development Board to provide financial assistance to political subdivisions for flood control or mitigation projects.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Water Code as it pertains to the Clean Water State Revolving Fund, which is administered by the Texas Water Development Board (TWDB).  The bill would add as an eligible use of the fund the provision of financial assistance to a political subdivision for flood control or mitigation projects and would require TWDB to develop an expedited process for such financial assistance applications.  Based on the analysis of TWDB and the Comptroller, duties and responsibilities associated with implementing the provisions of the bill could be accomplished using existing resources.

Local Government Impact

According to the Texas Municipal League, the bill would have a positive indeterminate fiscal impact on municipalities.
