No fiscal implication to the State is anticipated.
The provisions of the bill that are the subject of this analysis would amend the Special District Local Laws Code related to the expansion of the territory of the Frio Hospital District. The bill would allow registered voters outside of the district to submit a petition to the board secretary to be included in the district. The annexation plan must be approved by the board and submitted to the voters in an election in the district and the territory to be annexed for approval.
The bill would take effect immediately if it receives two-thirds vote in each house; otherwise the bill would take effect September 1, 2017.
