No significant fiscal implication to the State is anticipated.
The bill would amend the Transportation Code to require a contract for an improvement to a segment of state highway to prohibit a contractor from temporarily closing a highway, including temporarily changing an entrance or exit ramp, on the date that an event is scheduled in a municipality in which the improvement is being proposed, if the municipality notifies the Texas Department of Transportation (TxDOT) and the contractor no later than 180 days before the date of the event. The bill would apply only to a contract entered into on or after September 1, 2017, in a municipality that meets certain geographic location criteria specified by the bill.
Based on the information provided by TxDOT, it is assumed the fiscal and operational impacts of implementing the provisions of the bill would depend on the number of event notifications received from the City of Grapevine and the number and scope of highway improvement projects that would be affected by such events. For the purposes of this analysis, it is assumed any costs or duties associated with implementing the provisions of the bill would be accommodated within TxDOT's existing highway planning and construction resources.
