No significant fiscal implication to the State is anticipated.
The bill would amend the Government Code to add a provision for automatic license plate readers (ALPR), limiting their use by a law enforcement agency or a municipal parking enforcement authority. The bill would require images and any related data produced from an ALPR to be used only for a law enforcement purpose or by a municipal parking enforcement authority to issue citations at the time of an alleged violation of a vehicle parking ordinance. It is assumed that the costs and duties to implement the provisions of the bill could be absorbed within existing resources.
The bill would take effect September 1, 2017.
