No significant fiscal implication to the State is anticipated.

The bill would authorize a person, who holds a permit, to sell raw milk or raw milk products at certain locations. The bill would require that raw milk and raw milk products for retail sale be labeled with certain information as well as meet storing, handling, and transportation requirements. The Department of State Health Services (DSHS) would be required to provide records of raw milk and raw milk product testing upon request. The bill would require the executive commissioner of the Health and Human Services Commission (HHSC) to adopt rules to implement the provisions of the bill.

According to DSHS and HHSC, any cost associated with implementing the provisions of the bill could be absorbed within available resources.
