LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 85TH LEGISLATIVE REGULAR SESSION

March 5, 2017

TO:
Honorable Jane Nelson, Chair, Senate Committee on Finance

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
SB135 by Taylor, Van (Relating to the submission of a report by certain entities identifying spending reduction measures.), As Introduced

No significant fiscal implication to the State is anticipated.
It is estimated that all affected entities, including the Legislative Budget Board, could provide the required data and produce the required reports within existing resources, and thus the bill has no significant fiscal implication.

The bill would require each entity that is required to submit a legislative appropriations request to submit to the LBB, not later than September 1 of each even-numbered year, a detailed report identifying measures by which the entity may reduce its expenditures from general revenue and general revenue-dedicated accounts by 1 percent, 5 percent, and 10 percent in the next state fiscal biennium. Not later than December 1 of each even-numbered year, the LBB shall make reports received under this section available to the Governor, Lieutenant Governor, Speaker of the House of Representatives, and members of the legislature.

Local Government Impact

No fiscal implication to units of local government is anticipated.
