LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 85TH LEGISLATIVE REGULAR SESSION

May 1, 2017

TO:
Honorable Kelly Hancock, Chair, Senate Committee on Business & Commerce

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
SB410 by Watson (Relating to the use of light-emitting diode (LED) light bulbs in state buildings.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Government Code to require that a state agency or institution of higher education purchase for use in each type of light fixture in their building the commercially available model of light-emitting diode (LED) light bulb, unless the use of an LED light bulb is incompatible with the light fixture or is otherwise impracticable. This analysis assumes that a LED bulb would be purchased and used when the functional need to replace the original light bulb arises. Texas Department of Transportation and Texas Department of Criminal Justice reported no significant fiscal impact anticipated as a result of the bill. According to Texas Facilities Commission and Department of Public Safety, no fiscal impact is anticipated as a result of the bill. The University of Texas System Administration reported significant costs would occur if they are required to replace all of their existing light bulbs at once.

Local Government Impact

No fiscal implication to units of local government is anticipated.
