Honorable Dan Huberty, Chair, House Committee on Public Education
FROM:
Ursula Parks, Director, Legislative Budget Board
IN RE:
SB463 by Seliger (Relating to the use of individual graduation committees to satisfy certain public high school graduation requirements.), As Engrossed
No significant fiscal implication to the State is anticipated.
The bill would amend the Education Code to extend the expiration dates associated with the use of individual graduation committees (IGC) and the reporting requirements for students graduating based on IGC review process to September 1, 2019. The bill would require school districts to establish an IGC for certain students who entered the ninth grade before school year 2011-12 to determine whether those students may qualify to graduate and would prohibit school districts from administering certain exit-level assessment instruments. The bill would require the Texas Higher Education Coordinating Board (THECB), in coordination with the Texas Education Agency (TEA), to collect longitudinal data related to the post-graduation of each student awarded a diploma based on the determination of an IGC and report certain related information to the legislature by December 1 of each even-numbered year. The bill would take effect immediately if passed with necessary voting margins, or September 1, 2017.
The TEA and the THECB anticipate any additional work resulting from the passage of the bill could be reasonably absorbed within current resources.
Local Government Impact
School districts and open-enrollment charter schools may incur nominal costs associated with the continued use of individual graduation committees.
