Honorable Larry Taylor, Chair, Senate Committee on Education
FROM:
Ursula Parks, Director, Legislative Budget Board
IN RE:
SB489 by Lucio (Relating to recommendations regarding instruction in public schools to prevent the use of e-cigarettes.), As Introduced
No significant fiscal implication to the State is anticipated.
The bill amends Texas Education Code, Section 28.004(c), adding instruction to prevent the use of e-cigarettes to the duties of local health advisory councils. The bill would take effect immediately if passed within the necessary voting margins, or September 1, 2017.
The Texas Education Agency indicates that any costs associated with the bill could be absorbed within the agency's existing resources.
Local Government Impact
Local health advisory councils would be required to amend policies, procedures, and curriculum as a result of the provisions of the bill; however, these costs are anticipated to be minimal.
