LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 85TH LEGISLATIVE REGULAR SESSION

March 22, 2017

TO:
Honorable Joan Huffman, Chair, Senate Committee on State Affairs

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
SB498 by Zaffirini (Relating to the use of person first respectful language instead of the term "ward."), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Estates Code to direct the Legislature, Texas Legislative Council, and agencies to avoid using the term "ward" in any new provision of law and to replace this word with preferred terms listed in the bill. Based on the analysis of the Office of Court Administration and Texas Legislative Council, duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
