No significant fiscal implication to the State is anticipated.

The bill would amend the Human Resources Code to require the Executive Commissioner of the Health and Human Services Commission adopt rules establishing a schedule of support services that a State Supported Living Center (SSLC) may provide by contract with a person who provides services to individuals with developmental disabilities, and a procedure to establish and maintain a fee schedule for those services. The bill would also remove several eligibility requirements for individuals to receive nonresidential services from an SSLC. The bill would take effect immediately upon receiving a two-thirds majority vote in each house. Otherwise, the bill would take effect September 1, 2017. HHSC indicates that any costs associated with the bill could be absorbed within the agency's existing resources. It is not known how fees established under the provisions of the bill might differ from current practices, or whether the list of services might be more or less extensive than what is currently available.
