No significant fiscal implication to the State is anticipated.
The bill would amend the Government Code relating to utility bill payment assistance in certain municipalities. Removes a requirement that certain types of payment assistance to low-income customers to be contingent on being threatened with disconnection for non-payment.
According to the Public Utility Commission, the bill is not anticipated to have significant fiscal impact.
The bill would take effect September 1, 2017.
Local Government Impact
The Public Utility Commission anticipates the bill may impact units of local government; however, the PUC cannot determine the fiscal impact.
According to the Texas Municipal League, the fiscal impact to municipalities to implement the provisions of the bill is not anticipated to be significant.
