No significant fiscal implication to the State is anticipated.
The bill would amend the Government Code to require the Comptroller of Public Accounts, prior to each legislative session, to provide to certain state leadership an estimation of the financial costs to the state incurred during the preceding two-year period that resulted from the presence of persons who are not lawfully present in the United States. The estimate would include at minimum an estimate of the financial costs related to education, health care, incarceration, border security and law enforcement. The bill would indicate that the federal government should reimburse this state for expenditures to maintain the security of the national border and to prevent unlawful entry. The bill would take effect on September 1, 2017.
The Comptroller estimates a cost to implement the bill's provisions. This analysis assumes the cost could be absorbed within existing resources.
